Naberius Sain is a Succubus NPC character created by Stephen Radney-MacFarland who appeared in the Hestavar: The Bright City adventure published in Dragon magazine issue 371. There was very limited information given about her character in the article save that she was the Nine Hells’ ambassador to Hestavar.

Naberius Sain is known as the Nine Hells’ ambassador to Hestavar and as such is the leader of the embassy there. Described as gregarious and charming, she often mingles with members of the angelic bureaucracy in Hestavar and dines in the estates of exalted houses from time to time, though she tends to call the Salts her home away from the Nine Hells.

Seen as being male, or mainly so, by those she encounters, being that she is one of the succubi, shifting between male and female forms is not uncommon or unheard of. This ability has given rise to her rumored status within the city itself.

By all accounts, the most open force of evil in Hestavar is the embassy of the Nine Hells, led by Naberius Sain. Seen as a necessary evil by the angelic bureaucracy, Naberius Sain's existence within Hestavar allows a means for diplomacy with Asmodeus and the other forces of evil by the angelic bureaucracy which they see as being preferable to war.

It is assumed generally that Naberius Sain is the master, or mistress, of diabolical plots in Hestavar. To the angels of Whitebell Bastion, she is the chief person of interest in the Obsidian Dagger murders, but if she is the murderer, Naberius Sain has evaded all but mere suspicion with regards to the act.

By all outward appearances she is a careful diplomat with many alibis who, despite her infernal nature, has been an ally to Hestavar and keeps the devils under her strict and lawful control. However, succubi are wily adversaries and Naberius Sain is one of the most powerful of her kind. As well, being a favorite of Glasya, it surprises no one that she has evaded any proof of wrongdoing.
