Plot Summary
The courts may have ruled that vampires have the right to exist so long as they obey the same laws as everyone else, but it is obvious that not all the citizens of the city agree with that opinion. Some group has decided to express their opposing view points very forcefully by staking peaceful vampires and leaving their mutilated corpses in various city parks for everyone to see.
Daniel MacGregor and the other human detectives in the special branch know when they catch them the killers are likely to get fines or minimum jail time for their crimes. Worse--a sympathetic judge might let them go with no punishment at all. The detectives also know their vampire partners are planning much more severe punishments for those responsible for the killings. Daniel fears that he is going to find himself standing between the killers and Alexandra, his partner and a very old and very powerful vampire.
So why, just to make a bad situation worse, has the captain of the special branch decided that an unreported jewel robbery at the Hiram Robinson estate was committed by a vampire and ordered Daniel and Alexandra to find the vampire and summarily execute him. If the dead bodies in the parks do not set off the city vampires, having members of the special branch kill a vampire without so much as an investigation into the robbery is guaranteed to make the entire situation very much worse.
